Omar Abdullah says clerical errors being rectified in J&K land records
CM says verification of digitized Jamabandis underway across all districts; over 6,800 village-level grievance camps held
SRINAGAR, SEPTEMBER 29: Chief Minister Omar Abdullah today said that more than 1.3 million clerical errors in land records have been identified and rectified as part of the ongoing digitization and verification of Jamabandis across Jammu and Kashmir.
Replying to a question tabled by MLA Devyani Rana during the Question Hour of the ongoing Autumn Session of the J&K Legislative Assembly, the Chief Minister, who also holds the Revenue portfolio, said that verification of digitized Jamabandis is currently under progress in all districts of Jammu and Kashmir.
He said a robust digitization process, followed by an extensive error-rectification mechanism, has been put in place to ensure that the digitized Jamabandis are accurate and error-free.
The Chief Minister informed the House that the land-records system has been transitioned from a static Oracle SQL-based database to a dynamic PostgreSQL platform. Under close supervision, error correction has been undertaken across the entire land records, with more than 1.3 million clerical errors identified and rectified.
He said each entry in the digitized record is subjected to a three-stage verification process through the Maker-Checker-Approver framework. A digital record is also maintained of any changes carried out in the Jamabandi to ensure accountability and traceability.
Highlighting measures taken to enhance public confidence in the land records, the Chief Minister said more than 6,800 village-level grievance redressal camps have been held across J&K for public reading of land records and disposal of grievances.
He said the JK Zameen Sudhaar Portal has been developed to enable the public to view their land records online and register grievances. The grievances registered through the portal are monitored to ensure their timely disposal.
The Chief Minister further informed that, in collaboration with BISAG-N, a robust and secure Backlog Mutation Module has been developed for systematic updation of Record of Rights (RoR) data up to the year 2026.
For effective supervision and field-level verification, Senior Revenue Officers have been designated as District Mentors and Prabhari officers. UT-level, district-level and inter-tehsil verification teams are also engaged in the verification of digitized records.
Responding to the question regarding pending mutations, discrepancies and correction cases between original/manual revenue records and digitized Jamabandis, the Chief Minister said the verification process is underway across all districts and the same institutional mechanisms are being used for identification and rectification of discrepancies.
On the issue of erroneous Jamabandi entries affecting ownership, inheritance, partition or transfer of land, the Chief Minister said digitized records have been made available on the JK Zameen Sudhaar Portal, enabling landowners to inspect their records and submit grievances. Verification has also been undertaken through grievance camps and the digitization portal.
He said grievances involving clerical or other non-quasi-judicial errors are examined and corrected by the competent revenue authorities under the prescribed procedure.
The Chief Minister reiterated that the ongoing verification, error-correction and grievance-redressal mechanisms are aimed at ensuring accuracy, transparency and accountability in Jammu and Kashmir’s land records.
SRTC Complex Anantnag project proposed to be completed during 2026-27, DPR amounting to ₹12.10 Cr under technical vetting
Project was first revived under JKIDFC funding in 2018; 70–75% work completed
SRINAGAR, SEPTEMBER 29: Chief Minister Omar Abdullah, who also holds the Housing & Urban Development portfolio, today informed the Jammu and Kashmir Legislative Assembly that the long-pending SRTC Complex project at Anantnag is being taken forward for completion, with a Detailed Project Report (DPR) amounting to ₹12.10 crore for the balance works presently under technical vetting.
Replying to a question raised by MLA Peerzada Mohammad Syed during the Question Hour of the ongoing Autumn Session, the Chief Minister said the construction of the SRTC Complex, Anantnag, was taken up in 2005 and subsequently revived under the Languishing/JKIDFC funding mechanism in 2018 with an approved allocation of ₹11.42 crore.
He said approximately 70–75 per cent of the work was completed following the revival of the project, after which it was entrusted to R&B Division, Anantnag in February 2020 for further execution.
The Chief Minister informed the House that, to facilitate completion of the remaining works, the Government constituted a Committee vide Government Order No. 168-JK(HUD) of 2024 dated August 14, 2024, to examine the issues relating to the project and recommend measures for its completion.
Based on the findings and recommendations of the Committee, the project has been proposed for inclusion in the Revised Budget Estimates for 2026-27. He said a DPR amounting to ₹12.10 crore for the balance works has been prepared through R&B Division, Anantnag and is presently under technical vetting.
Responding to the supplementary aspect of the question regarding the causes of delay and fixing of responsibility, the Chief Minister said the Committee constituted in 2024 had inquired into the causes of delay in the construction of the Municipal Shopping Complex at Old SRTC Yard, Mehandi Kadal, Anantnag.
He said the Committee, in its report, attributed the delay to non-availability of the requisite sanctions and approvals.
The Chief Minister further informed the House that, pursuant to the Committee’s recommendations, the balance works are proposed to be completed, subject to availability of funds. Accordingly, the DPR of ₹12.10 crore has been framed and the required funds are proposed to be provided in the Revised Estimates (Capex) Budget for 2026-27, subject to approval of the competent authority.
Audoora Receiving Station augmentation 95% complete: CM Omar Abdullah
Kandi Receiving Station construction also underway; dedicated 11 kV feeder for Qalamabad Hospital already constructed
Chief Minister Omar Abdullah, who also holds the Power portfolio, today informed the Jammu and Kashmir Legislative Assembly that the augmentation of the Receiving Station at Audoora is 95 per cent complete, while the construction of a new 6.3 MVA Receiving Station at Kandi, Handwara is also under progress.
Replying to a question raised by MLA Khurshed Ahmad Sheikh during the Question Hour of the ongoing Autumn Session, the Chief Minister said that the augmentation of the Audoora Receiving Station is being executed under UT Capex, with installation of the 10 MVA Power Transformer remaining as the major pending component.
He said procurement of 32 Power Transformers, including the transformer required for Audoora, is under process. The tender process was delayed due to inadequate response to the initial tender, which was subsequently cancelled after extensions. A fresh tender was floated on the J&K Tenders portal, with the financial bids opened on September 11, 2026.
Regarding the Kandi Receiving Station, the Chief Minister said that construction of the 6.3 MVA station at Kandi, Handwara is under progress, with associated civil works, transmission-line works and electrical works at various stages of execution and tendering.
On the provision of a dedicated feeder for Qalamabad Hospital, Omar Abdullah informed the House that the 11 kV dedicated Hospital Feeder was constructed during 2024-25 and the work stands completed. However, a separate VCB panel for the feeder is presently not available at the Audoora Receiving Station. Consequently, the dedicated feeder is currently being charged and operated through the Lach Feeder.
Giving the project-wise financial and physical status, the Chief Minister stated that the augmentation of the Audoora Receiving Station has an estimated cost of ₹133.28 lakh. Against this, ₹76.50 lakh was released during 2025-26, with expenditure of ₹49.52 lakh recorded during the year, while ₹2.50 lakh has been released during 2026-27. The project has achieved 95 per cent physical progress.
The construction of the Receiving Station at Kandi, Handwara has an estimated cost of ₹393.39 lakh. Against this, ₹20 lakh was released during 2025-26 and ₹25 lakh during 2026-27, with expenditure of ₹21.50 lakh recorded during 2026-27. The project has achieved 40 per cent physical progress.
The Chief Minister said that both projects are under progress and completion of the remaining works is dependent upon the ongoing procurement, tendering and associated execution processes.
