We will transfer them soon: Director

Srinagar, June 19 (KINS): It seems that overstay syndrome has struck the Directorate of Health Services Kashmir (DHSK) as some of the employees in the department are overstayed for a couple of years which is violation of transfer policy.
Official sources told news agency Kashmir Indepth News Service (KINS) that there are some officials in the department who are overstaying in the office for a couple of years in violation of transfer policy. “Many employees in the Directorate office have crossed even 10 years on the same chair”, said sources adding that there are no rules for these influential officials of the department.
Sources further said the officials are so influential that higher authorities never dared to transfer them. “Transfer policy has been designed for smooth functioning of the departments and administration transfers the employees in all the government departments so that they can function smoothly but in the Directorate Health services Kashmir there is no transfer policy for some influential employees”, sources said.
As per government’s official transfer policy of 2010, an employee should spend, at least, two years at a specific position before being transferred. It says that all the employees having more than two years of stay at a particular place shall be transferred.
However according to sources the Directorate office was not following the transfer policy. “It has been seen over the years that the DHSK retain officials years together,” sources maintained.
Sources said that several officials of them are connected with influential people. Whenever there is a talk of their transfer, they exert pressure and escape the transfer,” sources maintained.
They don’t want to get transferred from these places,” Sources said.
Sources said that overstay of employees particularly in clerical section breeds corruption and ultimately the people have to suffer in getting executed their work, sources maintained
They said that one of the officials in the Director Health service Kashmir is also a beneficiary of the transfer industry and has been enjoying stay for the last 10 years. Moreover, another influential employee has also been overstaying for the last more than one decade and remained untouched during transfers, due to reasons best known to authorities.
The issue of overstaying is well in the knowledge of the higher authorities, but nothing is being done in this regard, sources claimed.
“There is anger among officials and doctors why many officials have not been transferred for the last over a decade,” an official said.
The official said that several heads of the department had raised the issue with the government that some overstaying officials were interfering into every administrative issue.
“If we have to raise any issue with the DHSK, these overstaying officials are creating undue interference in every issue,” the official said.
Director Health Service Kashmir admitted that there were some overstaying officials in the department. “The reason is that these officials were here for a long time and they are experienced. But we have already transferred some and more will be transferred in the days to come,” he told KINS.
Deputy Director (HQ) Dr Bahir Ahmad Chalkoo said that the transfer policy is for all employees. “There might be some reasons with regard to overstaying of the officials. The employees who are from other districts don’t want to come here for their own reasons,” he said (KINS)
