Srinagar, Jun 26: In an example of administrative inertia, the government is doing least monitoring on the working of almost 40 departments in Jammu and Kashmir.
The Department of Administrative Reforms Inspections and Trainings has a mandate to conduct administrative inspections of all the departments for ensuring proper maintenance of records, implementation of rules, and regulations.
However, the department has only few officers to conduct this task.
“There is hardly any monitoring being done. The departments work as per their will,” a source in General Administration Department told .
The source said that results of these departments are not fruitful owing to lack of any accountability. “There has to be some accountability to ensure these departments work as per the rules. But most of the times, it has been seen that there is lack of professionalism and accountability,” the source said.
The source said there are several departments, which are running without recruitment rules. “It will take years to Department of Administrative Reforms Inspections and Training to conduct the administrative inspections of all the departments due to shortage of officers. This department has the responsibility for surprise inspections of all heads of the departments but this is rarely being done due to lack of man power,” the source said.
Once conducting the administrative inspections, Department of Administrative Reforms Inspections and Trainings has to submit the report to the government about the performance of departments.
The source said that several departments were not showing concern to finalise the recruitment rules.
Take for instance, the Srinagar Development Authority is without recruitment rules, resulting the promotion of employees has been stopped.
The official said that departmental promotion committee of the SDA was held 18-months before and had recommended promotion of officials. “However, the authorities have not given approval in absence of recruitment rules. Neither the Department of Administrative Reforms Inspections and Trainings has conducted any inspection over the years to ensure recruitment rules are finalised,” the official added.
Meanwhile, a senior official of the Department of Administrative Reforms Inspections and Trainings said they have written to the government to fulfill vacant posts. (KNS)
