Shafiq Raina likely to be new BOPEE head

Govt averse to re-appointment of Bukhari

Srinagar, Dec 12 : The Government of Union Territory of Jammu and Kashmir may appoint Shafiq Raina, a former bureaucrat, as new head of the Board of Professional Entrance Examination, sources told wire-service.

A source said that Raina, who retired in January 2018, may be considered for the position of BOPEE head. Before attaining superannuation, Raina has held key positions like Director Rural Development Jammu and administrative secretary department of Disaster Management, Relief and Reconstruction.

Under the law governing BOPEE, its head is appointed by government on recommendations of a panel headed by Chief Secretary. Vice Chancellors of Kashmir and Jammu Universities are members of the selection panel.

The BOPEE is responsible for conducting entrance examinations for admissions to professional courses in J&K. Sources also disclosed that government of the UT is averse to giving extension to Muhammad Ashraf Bukhari, whose second term as BOPEE head was cut short by re-organization of the erstwhile State.

Soon after his retirement, Bukhari was appointed as head of BOPEE in 2016 by Mehbooba Mufti. In December 2018, Bukhari was giving two-year extension by State Administrative Council headed by Governor Satya Pal Malik.

However, Bukhari’s tenure was cut short by the re-organisation of Jammu and Kashmir into UTs of J&K and Ladakh. The Government’s decision to re-constitute key statutory bodies, including BOPEE, curtailed terms of their heads and members.

The government recently ordered re-constitution of J&K Public Service Commission, State Water Resources Regulatory Authority, Vigilance Commission Ombudsman for Panchayats, Board of Professional Entrance Examination and Commission for Backward Classes. (KNO)
