Likely to cover all levels of jobs for J&K residents
SRINAGAR, April 3:In a significant development on Friday, the government of India is anticipated conceding to almost all major demands put forth by Jammu Kashmir Apni (JKAP) addressing the lacunas in its recently issued order defining domicile law for Jammu and Kashmir.
Well placed sources in ministry of home affairs revealed to Kashmir Indepth, that JKAP president who is camped in Delhi has apprised the National Security Advisor Ajit Doval and union home minister Amit Shah about the shortcomings in the central government order on domicile rights in the matter of employment and has demanded that all levels of jobs including non gazetted and gazetted be reserved only for the residents of Jammu and Kashmir.
Authoritative sources informed Kashmir Indepth that Bukhari has vehemently pressed for necessary amendments in the order and has sought all the residents of J&K as on August 5, 2019 be declared as domicile besides restricting the domicile only upto the post carrying the pay scale of Levele IV be done away with and all non-gazetted and Gazetted posts at district, divisional and state cadre be filled up only as amongst the eligible candidates who are domicile of Jammu and Kashmir.
“Mr. Bukhari has apprised the Honb’le Home Minister about his reservations on domicile order and it is most likely that the order will be either put in abeyance or the government of India will concede to all the demands put forth by him with regard to domicile law in the matter of employment in Jammu and Kashmir,” a top level officer in the union home ministry told Kashmir Indepth, on the condition of anonymity.
The developments that took place in Delhi on Friday with regard to the domicile law is said to be in continuation of meetings that took place between Bukhari led JKAP delegation and Prime Minister Narendra Modi and Union Home Minister Amit Shah on March 14-15, 2020.
The notification in question grants domicile rights in Jammu and Kashmir to those who have lived there for 15-years and to children of central government employees who have served in the UT for at least ten years among others. The rules also reserve group-4 level jobs for domicile right holders.
The policy also grants domicile to those who have studied in J&K for seven years and appeared in Class 10 and Class 12 examinations in an educational institution located in the Union Territory apart from those registered as migrants with the Relief and Rehabilitation Commissioner (Migrants).
Earlier during the day, Ghulam Hassan Mir, the senior leader of JKAP had confirmed to Kashmir Despatch that the party has in principle decided to register protest against the domicile law defined in the latest central government order. “We have unanimously decided that the JKAP president Altaf Bukhari saheb will call on the Honb’le Prime Minister and Home Minister conveying them our protest with regard to the unsatisfactory domicile law which is not in sync with the aspirations of people of Jammu and Kashmir,” Mir had told Kashmir Despatch, on Friday morning.
He had said that since the party has already described the new order on domicile as ‘unacceptable’ and ‘cosmetic’ in nature, the JKAP president shall hold threadbare deliberations with the country’s top leadership as per their commitments made on the floor of Parliament.
