Implementation of transfer orders issued before ULB elections shelved under garb of MCC

Srinagar, Oct 22: Amid an order from the Jammu and Kashmir government that Model Code of Conduct (MCC) will continue to be enforced till the end of Panchayat elections the top officials in the engineering and non engineering department are keeping their blue eyed officials retained despite the fact that they have been transferred two months back before the commencement of Municipal elections in the state.
Top sources while disclosing this to KNS revealed that though as per Model Code of Conduct (MCC) the transfers of the directors of rural development, deputy commissioners, SPs and officers of the rural development department is barred but the top bureaucrats including administrative secretaries, directors, deputy commissioners and chief engineers and executive engineers of several departments are keeping some of their blue eyed officials retained for the last two months while the fact remains that they have been transferred two months back before the commencement of Municipal elections.
Allegations of retaining the officials transferred before the commencement of municipal elections are rampant in Bandipora, Budgam, Ganderbal, Shopian and Kulgam districts in Kashmir valley and Samba, Kathua, Kishtwar and Poonch district in Jammu region.
Sources said that even in Leh district some officials transferred before the commencement of municipal elections are not being relieved under the garb of Model Code of Conduct now extended till the Panchayat elections are over. (KNS)
