Bandipora, Feb 25: Deputy Commissioner Bandipora Shahbaz Ahmad Mirza Tuesday inaugurated two-day orientation programme regarding the implementation of Central Registration Act for revenue officials in Bandipora district.
Additional Deputy Commissioner Bandipora Zahoor Ahmad Mir, Assistant Commissioner Revenue Reyaz Ahmad Beigh, Lawyers, Revenue Officers including Tehsildars, Naib-Tehsildars , Patwaris and other revenue officers and officials of the district.
Speaking on the occasion, DC Bandipora said that the aim of holding the training programme was to familiarize the officers with different provisions and the mechanism provided under the Central Registration Act for its effective enforcement.
DC Bandipora asked the officials of the Revenue Department and other concerned officers to go through the guidelines of the Registration Act and ensure the accuracy of the documents while conducting registrations.
On the implementation of the Central Registration Act, a separate Registration Department has been created by the Government of Union Territory of Jammu & Kashmir.
Under the Central Registration Act 1908, officers in the Revenue Department have been designated as Registrars and Sub Registrars for the purpose of making registration in the matters of the transfer of properties. Earlier the function was being performed by the Judicial Officers in terms of the Registration Act applicable to the erstwhile State of Jammu & Kashmir.
Assistant Commissioner Revenue Reyaz Ahmad Beigh said that the training will help the officials in understanding the Act in a better way for hassle-free registration of documents and thereby to facilitate the general public.
Beigh stressed upon the officers to take advantage of the training programme and learn from the experts about the act so that they don’t face any problem while working in their jurisdictions. He urged them make every possible effort to streamline the work of registration for the benefit of the public.
On the occasion, resource persons gave overview of the Registration Act and the incidental matters and elaborated upon the powers and duties of Registering Officers under the scheme of Registration Act.
ACR Bandipora said the resource persons shall deliberate on Central Registration Act, Stamp Duties, registration fee and the provisions regarding exemptions in certain matters, different types of documents, Revenue Papers, Digitization of Registration process besides other modules of the Act. “They will also discuss the practice and procedure in terms of the Rules governing the subject besides discussed the special powers of Registrars including power to hear appeal against the order of refusal of Sub-Registrar.
He said to ensure maximum interaction and involvement of officers, the methodology of this orientation program includes participatory interactive sessions and learning methods including lecture-cum-discussion sessions, presentations, experience sharing and best practices.
In the interactive discussions, the experts and resource persons posed queries on the practical difficulties faced by them in the field. The resource persons cleared their doubts and difficulties in the light of the provisions of the Registration Act and the Rules framed thereunder.
