J&K ACB registers case against retired PWD engineer for disproportionate assets

Baramulla, Jan 13 (KINS): The Jammu and Kashmir Anti-Corruption Bureau (ACB) has registered a Disproportionate Assets (DA) case against Riyaz Ahmad Parray, a retired Superintending Engineer of the Public Works Department (PWD) Roads and Buildings (R&B) division, for allegedly amassing assets beyond his known sources of income through corrupt practices.
ACB in a statement issued to news agency KINS said that the verification revealed that Parray, a resident of Hygam Baramulla, had acquired several immovable and movable properties in Baramulla, Srinagar, Jammu, and Delhi during his service. He was also found to have made significant investments and expenditures that were not commensurate with his legitimate income.
Based on these findings, the ACB registered an FIR (No. 01/2025) under Sections 13(1)(b) and 13(2) of the Prevention of Corruption Act, 1988 (as amended in 2018) at the ACB Police Station, Baramulla.
The investigation unearthed a vast portfolio of properties, investments, and vehicles linked to Parray, including: Immovable Properties:3 BHK flat at Greater Kailash, Jammu. 3 BHK flat at Chhatarpur Enclave Phase II, Delhi.
Houses at Residency Road, Jammu; Hygam, Sopore; and a palatial house at Bagh-e-Mehtab, Srinagar.Shopping complex at Hygam, Sopore, housing several businesses, including a J&K Bank branch. Four shops at Hygam.
Multiple landholdings in Baramulla, including 17 Kanals 9.5 Marlas at Dodan Hygam and other locations. Vehicles: TATA Safari, Hyundai i10, WagonR, and a John Deere tractor. Investments: Fixed deposits worth ₹88 lakh in J&K Bank and HDFC Bank. Insurance policies valued at ₹45 lakh.
The ACB also discovered significant expenditures related to bank loan repayments and other financial activities.
Search warrants were obtained, and raids were conducted at properties across Jammu, Srinagar, and Delhi. Several incriminating documents related to property acquisitions and investments were seized in the presence of independent witnesses.
The ACB is continuing its investigation into the case to ascertain the full extent of Parray’s alleged illicit wealth and establish further evidence (KINS)
