J&K Govt introduces new grant-in-aid accounting heads to strengthen financial discipline

Jammu, Jan 06 (KINS): In a move aimed at improving transparency and ensuring uniform financial classification, the Jammu and Kashmir Government has decided to introduce detailed accounting heads for booking Grant-in-Aid expenditure from the financial year 2026–27 onwards.

As per a circular issued by the Finance Department, Grant-in-Aid spending will no longer be reflected under a single consolidated head. Instead, it will be classified under three separate categories — Grant-in-Aid (General), Grant-in-Aid (Creation of Capital Assets) and Grant-in-Aid (Salary).

The decision follows recommendations made by the Principal Accountant General (A&E) and the Comptroller and Auditor General of India, seeking alignment of the Union Territory’s accounting framework with that of the Union Government as well as other States and Union Territories. The revised structure is expected to enable better comparison of expenditure patterns and enhance transparency in public finances.

Accordingly, all Administrative Departments have been instructed to furnish component-wise details of funds already projected under the existing Grant-in-Aid head on the BEAMS portal. This exercise will facilitate appropriate budgetary provisions under the newly introduced heads while preparing the Budget Estimates for 2026–27.(KINS)
