J&K Govt informs Assembly on SDA, JDA and housing board schemes, highlights multi-crore Shehjar project in Srinagar and new townships plans

Jammu, Feb 06 (KINS): The Jammu and Kashmir Government on Friday informed the Legislative Assembly about the status of housing projects taken up by the Srinagar Development Authority (SDA), Jammu Development Authority (JDA), and the J&K Housing Board during the past three years.

The information was provided in response to Starred Assembly Question No. 1150 tabled by MLA Tariq Hameed Karra.

Replying to the question, the government as per news agency Kashmir indepth News Service (KINS) said that the Srinagar Development Authority is constructing Shehjar Heights (Shehjar Apartments) along the National Highway Bemina Bypass at an estimated cost of Rs 84.78 crore. The project will comprise 112 flats, including 56 two-bedroom and 56 three-bedroom units, for the general public. Applications have been invited through the JK Housing Mission website, with February 20, 2026 as the last date. The project is expected to be completed within 24 months, by 2027-28.

The House was also informed that SDA has proposed to develop a Satellite Township on around 150 hectares of land along the NH Bypass at Rakhi Gund Aksha in Srinagar. The project is currently under process and will be commissioned after submission of Detailed Project Reports by the concerned agency.

Regarding projects of the J&K Housing Board, the government said that a Mass Housing Colony at Chak Bhalwal, Jammu, was approved in the 52nd Board of Directors meeting held on December 10, 2025. The project will be developed under the Self-Financing Scheme, and survey work is underway. Tenders have been floated on the GeM portal, and further steps are under consideration.

Another project for construction of flatted accommodation at Bhalwal, Jammu, was also approved in the same meeting. It will be developed under the Self-Financing Scheme on EPC mode, and the process to launch the project has been initiated.

The government further said that a Mass Housing Colony at Chowadhi, Jammu, is proposed to be developed on Public-Private Partnership (PPP) mode. The consultancy firm CiTaG has been engaged as Transaction Advisor for the project. Similarly, a housing colony at Birpur in Bari Brahmana area of Samba district is also planned on PPP mode, with CiTaG providing transaction advisory services.

In Srinagar, a housing colony at Chatterhama has been proposed, and Almondz Global Securities has been engaged as the Transaction Advisor for the project.

Replying to a supplementary query on housing for Economically Weaker Sections (EWS), the government said that no exclusive housing colony for EWS has been developed during the last three years. However, it assured that all proposed projects will reserve 20 per cent of total housing units for EWS and Low-Income Group (LIG) categories in line with the Jammu and Kashmir Housing, Affordable Housing, Slum Redevelopment and Rehabilitation and Township Policy, 2020.

The eligibility for EWS category has been fixed at an annual income of up to Rs 3 lakh, the House was informed.(KINS)
