Srinagar, Apr 24 (KINS): A three-day Chintan Shivir of Youth Affairs and Sports Ministers from States and Union Territories began at the Sher-i-Kashmir International Convention Centre on Friday, with a strong emphasis on youth-led development and participatory governance under the vision of Viksit Bharat@2047.
The Shivir, organised by the Ministry of Youth Affairs and Sports as part of the Azadi Ka Amrit Mahotsav, is being led by Union Minister Mansukh Mandaviya and Minister of State Raksha Nikhil Khadse.
Addressing the inaugural session themed “Samvaad Se Samadhaan,” Mandaviya underlined the importance of involving youth directly in governance and policy making. He said India’s demographic dividend can only be effectively harnessed if young people are made equal partners in nation-building rather than mere beneficiaries of government schemes.
“Every youth voice must be brought into the decision-making process to realise the vision of Viksit Bharat 2047,” he said, stressing the need for grassroots-level engagement through District Youth Officers and vibrant youth clubs.
Minister of State Raksha Khadse highlighted the importance of structured dialogue, noting that discussions must flow from the grassroots to the national level to ensure policies reflect real aspirations. She said the Shivir provides a platform to identify key challenges and develop actionable strategies for youth empowerment.
Secretary, Youth Affairs, Pallavi Jain Govil said the ongoing consultations are part of a phased and inclusive approach initiated earlier, enabling evidence-based decision-making. She emphasised that such engagements allow officers at all levels to contribute ideas and solutions.
The first day featured technical sessions on the Annual Action Plan 2026–27, focusing on policy alignment, strategic priorities, and implementation frameworks. Discussions also explored strengthening digital engagement through the MY Bharat platform and enhancing coordination with the National Service Scheme (NSS).
The day concluded with key insights and the formation of thematic groups for further deliberations. The Shivir will continue over the next two days, focusing on cross-learning and action-oriented outcomes aimed at building an empowered youth ecosystem aligned with the goals of Viksit Bharat@2024.
