SIA files charge sheet in ‘Doctors terror module’ case, 10 accused named

Srinagar, April 16 (KINS): The State Investigation Agency (SIA), Kashmir, on Thursday filed a charge sheet in a major “terrorist conspiracy” case involving a covert module referred to as the “Doctors Terror Module”.

The charge sheet has been filed against 10 accused persons in connection with an FIR registered at Police Station Nowgam, Srinagar.

According to the SIA statement, the case dates back to October 19, 2025, when provocative and threatening posters in the name of the banned outfit Jaish-e-Mohammad were pasted in the Nowgam area of Srinagar. The posters were allegedly intended to spread fear among the public, disturb public order and challenge the sovereignty and territorial integrity of India.

The agency said its investigation found that the poster campaign was not an isolated act but part of a larger terrorist conspiracy aimed at reviving the banned militant outfit Ansar Ghazwat-ul-Hind. Investigators said the accused had formed a highly secretive module and were involved in radicalisation, recruitment and preparations for carrying out terrorist attacks across the country.

The SIA said the accused deliberately used the name of Jaish-e-Mohammad to exploit its notoriety and create fear, while secretly working to rebuild and strengthen Ansar Ghazwat-ul-Hind.

The agency said the group included highly educated persons, including doctors and medical professionals, who allegedly misused their knowledge and institutional access for unlawful activities. The accused were reportedly spreading extremist propaganda through digital platforms and carrying out procurement of material and experiments related to explosives inside residential premises and facilities linked to Al-Falah Medical College.

The investigation also revealed that the module had identified Triacetone Triperoxide (TATP), a highly sensitive explosive used in several terror attacks globally, as its preferred explosive because its ingredients could be sourced easily. The SIA said the quantity of explosive substances and precursor materials collected by the accused had shocked security agencies and highlighted the seriousness of the conspiracy.

The agency said that through an evidence-based investigation, it had dismantled the entire network and collected strong evidence, including recoveries, digital forensic material, scientific reports and witness statements, establishing the involvement of all accused.

The 10 persons charge-sheeted in the case are:

Dr. Muzamil Shakeel Ganaie, resident of Koil, Pulwama

Dr. Adeel Ahmad Rather, resident of Wanpora Qazigund, Kulgam. Dr. Shaheen Saeed. Tufail Ahmad Bhat

Dr. Umar Un Nabi, resident of Koil, Pulwama

The SIA said the charge sheet has been filed before the competent court and further investigation in the case is continuing. (KINS)
